It is generally considered unacceptable to post binary files to usenet
discussion groups, for many reasons - the main one in my view is that this is
a discussion group, not a publishing forum - a newsletter in a proprietary
binary format is definitely not appropriate, though sometimes ASCII versions
can be produced, and people do not mind that.

if it can't be read by all the newsreaders, then it should not be posted on
the newsgroup.

the WWW is a perfect place to publish newsletters however..
