Well, browsing in a store once I saw a book saying that it was illegal
to ride them either on roads or sidewalks, but I (regretfully) didn't
buy the book. Now I wish I had it, because I would like to see if that
was just an educated guess of the author, or if he quoted the source in
the bibliography or footnotes or whatever.

In any case, the policemen around here just roll down the window and
shout:

"Lose a wheel, did we?"
